Luis Rubalcaba is currently Professor of Economics at the University of Alcalá (Department of Economics and Business Administration).

He is also expert and advisor for international organizations such as the World Bank Group, where he was private sector development specialist for the Trade and Competitiveness Global Practice (staff member based in Washington DC for about 3 years, 2013-2016). He has also been offering expert advice and policy reports for the OECD, the UN and the IDB.

Positions between 2010-2013 include Fulbright Schuman Scholar at Boston University, (US), distinguished professor at VTT-Tekes (Finland), honorary scholar at the University of Birmingham (UK). Previously, he has been policy officer for the European Commission in Luxembourg (Eurostat), and Brussels (DG Enterprise and Industry).

In developing economies, he has been working in countries such as Ecuador, Jordan, Uruguay, Kazakhstan, Jamaica and Dominican Republic.

He is author or co-author of more than 100 publications, mostly in international publishing houses and peer-reviewed journals. Works on competitiveness, services, innovation, networks, regional and urban development, international trade and competitiveness, and industrial policy.

He is Spanish, married, and has 4 kids, Gloria, Leticia, Luis
and Isabel. He speaks Spanish (mother tongue), English, French and Italian.
