The rationale

  • The 21st-century digital economy is changing the way we understand and promote economic growth.
  • The public sector plays critical roles in digital transformation in two realms:
    – On the one hand, the public sector acts as a practitioner, using digital transformation to promote public-sector service delivery, sound management practices, and good governance.
    – On the other, the public sector boosts digital transformation in other organizations, especially in firms.
  • The dual roles of the public sector in the digital transformation demand new forms of understanding how the public sector, citizens, and companies and other organizations interact. Designing and implementing meaningful and effective policies requires exploring shared value frameworks.
