INSERAS

The Service Research for Society Group – INSERAS – is a unique group of services experts mainly from different Spanish Universities. We belong to major international networks for services research and have worked for main international development organizations.

INSERAS is devoted to delivering sound diagnosis and expert policy advice for designing service-related policies for growth and welfare, both in developed and in developing economies.

ABOUT INSERAS

Founded in 2016 by the University of Alcalá Research Group on “Services, innovation and efficiency,” INSERAS brings together leading services experts interested in helping developing economies increase the performance of their service activities and their impact on economic growth and social welfare.

The group has extensive network connections and contacts all over the world through the European Association for Services Research (RESER) and other services networks.

Members of INSERAS have led or taken part in European projects such as Innovation in Public Services (PUBLIN) and The Contribution of Public and Private Services to European Growth and Welfare, and the Role of Public-Private Innovation Networks (ServPPIN).

The group is currently doing the scientific coordination of the H2020 project COVAL on value co-creation for the transformation of public administrations. They have also provided expert advice on services for international organizations and various governments in both developed and developing economies.

RESEARCH DIRECTORS

LUIS RUBALCABA Director General and Director of the Competitiveness and Innovation Areas

Professor of Economic Policy, Department of Economics and Business Administration, University of Alcalá. Previous academic positions include: visiting Fulbright Schuman Scholar at Boston University, (US), distinguished professor at VTT-Tekes (Finland), honorary scholar at the University of Birmingham (UK) and president of the RESER scientific association (European Association for Services Research). Staff positions at international institutions: The World Bank Group, Washington, DC, USA (2012-2016, specialist within the Trade and Competitiveness Global Practice) and European Commission, Brussels, Belgium (2002-2004; policy officer in DG Enterprise and Industry – previously, analyst at Eurostat based in Luxembourg, 1989-1990). He has led projects for some EU governments, business organizations and well as for the European Commission, the OECD, the United Nations, the Inter-American Development Bank and the World Bank Group. In developing economies, he has been working in countries such as Ecuador, Uruguay, Kazakhstan, Dominican Republic, Jordan, and Jamaica. He has published in more than 100 international publications on services.

MANUEL GARCÍA-GOÑIDirector of the Health Area

manuel-garciaManuel García-Goñi is Associate Professor of Applied Economics at Universidad Complutense de Madrid and an expert in health economics. Since he earned his PhD in Economics at Boston University in 2003, he has held academic positions at and visited prestigious institutions such as Columbia University, Australian National University, and many others in Europe. He has published numerous policy reports and scientific articles in international health economics journals.

JUSTO DE JORGE MORENODirector of the Entrepreneurship Area

Justo de Jorge Moreno is Associate Professor of Business and Economics at the University of Alcalá (Madrid). He has professional experience in positions such as Project Engineer, Project Leader and Manager at both public institutions and private companies. He has served as a consultant to several institutions (IDB, municipalities, universities, Autonomous Community institutions, etc.) on issues related to entrepreneurship, consulting and public policy. He has published numerous articles in scientific journals.

FRANCISCO JAVIER NAVARRODirector of the Tourism Area

Francisco Javier is a professional with over 18 years’ experience in business consulting, having served with “Big Four” consultancy companies, as well as in his own company. His specialties include strategic change and innovation management programs in governmental and public policy settings, as well as in the industries of the tourism value chain. Over the course of his career, he has served as CEO for several service companies. He holds a BSc in Economics and Business Administration and an Executive MBA from Instituto de Empresa (Madrid).

RAQUEL LLORENTEDirector of the Labor Markets Area

Raquel Llorente is Associate Professor in the Department of Economic Analysis: Economic Theory and Economic History of the Autonomous University of Madrid. She is a collaborating researcher in the Institute for Economic and Social Analysis (IAES) at the University of Alcalá and member of the Spanish Association of Labor Economics. She has been a fellow researcher at Colchester – University of Essex (UK–2009) and Bonn in IZA—Institute for the Study of Labor (Germany–2007). Her research focuses on labor market issues, including tertiarization, advance of new technology, migrant integration and female positioning.

DAVID GAGODirector of the Digitalization Area

David Gago is Lecturer of Political Economy at Universidad CEU – San Pablo and Researcher on Value Co-creation in Public Services at the University of Alcalá (H2020 CO-VAL Project), where he is exploring digital transformation strategies in the public sector. He has worked as a public policy adviser, especially in areas related to innovation and information society. In this role, he was involved in the design and implementation of a variety of e-management programs in Spain. He has worked for the World Bank Group and other organizations on services and innovation projects. He was Director of Analysis and Prospective at the Foundation for Virtual Education (CSEV). David holds a PhD in Economics (Hon. & European Mention) from the University of Alcalá and an MSc in Economics from the University of Warwick.

DIEGO ABOALDirector for the Latin American Region

dafotoDiego Aboal is Director of the Center for Economic Research (CINVE, Uruguay). He holds a PhD in Economics from the University of Essex (UK) and two Masters degrees in Economics, one from the London School of Economics (UK) and the other from Universidad de la República (Uruguay). He is a Professor at Universidad ORT Uruguay and at Universidad de la República. In 2007-2008 he was a temporary Lecturer of Econometrics in the Master in Finance program of the University of Cambridge. His principal areas of research are the economy of science, technology and innovation; political economy; and the economics of crime and violence.

PAUL WINDRUMDirector for the Western European Countries

Associate Professor in Strategy, Deputy Director of the Centre for Health Innovation, Leadership, and Learning (CHILL). He has published in many of the leading international journals in innovation, has edited books and special issues in leading journals. He is currently an advisor to a number of private and public sector organisations, including NHS England- North Midlands, Xpert Health and Salford Royal NHS Foundation Trust. He is an Associate Board Member of the UK National Institute for Health Research, and Advisor to the UK Economic and Social Research Council.

Walter GanzDirector for the Asian Countries

He is a Director and Member of the board of the Fraunhofer IAO Stuttgart, Head of the research department “Human Resource Management” and Head of the research department “Service Engineering and Management”. He is taking part in a lot of supporting activities, like assisting the “Federal Ministry for Education and Research (BMBF)” in Germany, regarding the development of research programs and activities in the field of “Future of Work” and “Innovation in Services”. He is a member of several national and international scientific boards and he is author and co-author of more than 25 publications in the last 3 years.

METKA STAREDirector for the Eastern European Countries

Research Professor at University of Ljubljana. She is adviser at the Institute of Macroeconomic Analysis and Development (think tank of the government of Slovenia). She was the President of the European Association for Research on Services (RESER). She has experience in policy analysis and advice and was a member of High Level Economic Policy Expert Group of DG RTD Innovation for Growth (2011- 2014). She has published extensively on development of services in transition economies, R&D and innovation policy design, services innovation policy, internationalisation of services and global value chains in services.

FAÏZ GALLOUJDirector for the Middle-Eastern and Northern-African Countries (MENA)

He is Professor at the University of Lille (France). He is member of the scientific Council of Lille University. He has visited many universities, including Columbia University and Oxford University. He is member of the European Association for Research on Services and the Research Network on Innovation. He has been involved in many research projects on service activities funded by national or international public bodies or private firms, including the European Commission and the OECD. He has authored or co-authored more than 150 articles published in scientific journals.
